LTCI staff provides government agencies with expert technical support to inform proposed rule-making actions.


United States Coast Guard National Pollution Fund Center. Technical and Managerial Support to US Coast Guard, National Pollution Fund Center’s Natural Resource Damage Division-Arlington, VA.
Program Manager and senior scientist assisting the United States Coast Guard National Pollution Funds Center (NPFC) in the evaluation of claims for environmental damage compensation and restoration; and programmatic development of a new division to adjudicate natural resource damage (NRD) claims submitted by state, federal and tribal trustees. This entails the expert review of claims for natural resource damage assessment and habitat restoration plans throughout the United States and its Trust Territories, expert training, design and implementation of internal and external operating procedures for adjudicating natural resource damage claims and communicating NRD information requirements to trustees [1997 – Present].
U.S. Department of Transportation, Office of Pipeline Safety. Spill Planning Scientific Support to Office of Pipeline Safety, Research and Special Projects Administration-Washington, DC. Senior scientist and project manager that assisted the U.S. Department of Transportation’s Office of Pipeline Safety in developing protocols for identifying areas of unusual sensitivity to oil spills from pipelines (also known as Unusually Sensitive Areas). Unusually Sensitive Areas are being identified with regard to drinking water resources, ecological resources and cultural resources as well as Native American Tribal concerns. Provided the Office of Pipeline Safety with technical, administrative and organizational support on this highly interactive project involving representatives from government, non-governmental organizations, academia and the pipeline industry [1996-1997].
Multiple Government and Private Clients. Nationwide. Prime Contractor for Claims Assessment Group (www.claimsassessment.com). The Claims Assessment Group (CAG) is a nationwide consortium of consulting firms supporting public and private clientele in conducting damage assessments and economic valuations on commercial and non-commercial goods and services damaged by oil spills. These damage assessment culminate in the valuation of damaged goods and the corresponding generation of damage claims submitted to parties responsible for spills or the United States Coast Guard’s National Pollution Funds Center [2005-Present].
Kuwait Institute of Scientific Research. Technical and Managerial Support to State of Kuwait on Natural Resource Damage Assessment of Gulf War Related Impacts to Marine Environment and other Gulf Environmental Assessment Issues – Kuwait City, Kuwait. Chairman of a committee to select an international coalition to implement a five-year monitoring and assessment of natural resource injuries to the marine environment resulting from the Gulf War [2001]. Providing ongoing expert support to the State of Kuwait on Gulf environmental assessment issues [2002 – Present].
