LTCI is an internationally recognized expert in assessing and valuing the nature, degree and spatial/temporal extent of injuries to natural and cultural resources injured by oil or hazardous substances. LTCI develops effective, scaled restoration plans to restored injuries to these resources.


U.S. Department of Interior and State of Michigan.
Prime Contractor and Principal Investigator on Rouge River Natural Resource Damage Assessment, Detroit, Michigan. Principal investigator on developing a natural resource damage assessment in response to the Rouge River Mystery Spill of 2002 [2004 – Present].
Puerto Rico Department of Natural and Environmental Resources and U.S. Virgin Islands Department of Planning and Natural Resources. San Juan, PR and St. Croix, USVI. Principal investigator on developing a natural resource damage assessment in response to the T/B Vista Bella Oil Spill [2004 – Present].
Kuwait Institute of Scientific Research. Technical and Managerial Support to State of Kuwait on Natural Resource Damage Assessment of Gulf War Related Impacts to Marine Environment and other Gulf Environmental Assessment Issues – Kuwait City, Kuwait. Chairman of a committee to select an international coalition to implement a five-year monitoring and assessment of natural resource injuries to the marine environment resulting from the Gulf War [2001]. Providing ongoing expert support to the State of Kuwait on Gulf environmental assessment issues [2002 – Present].
National Oceanic and Atmospheric Administration, USDOI/Fish and Wildlife Service and States and Massachusetts and Connecticut. Housatonic River Natural Resource Damage Assessment. Western Massachusetts and Connecticut. Senior Scientist that conducted ecological injury modeling of floodplain, riverbed and riverine natural resources impacted by releases of polychlorinated biphenyls (PCBs) from General Electric into the Housatonic River. This modeling effort leveraged substantive contamination data collected over the previous decade and the most up-to-date field and laboratory studies pertaining to such impacts. Based on discovered modeled injuries, LTCI staff conducted Habitat Equivalency Analyses (HEA) to support settlement negotiations between the Trustees and General Electric regarding ecologically based damages [1998].
Confidential Client. Environmental Damage Claims Assessment-International Client. Program Manager that provided claims evaluation and adjusting support for an international claims compensation commission which service multi-national claimants experience a wide range of environmental damages. Damages involve the exposure of hazardous substances to air resources, surface/groundwater resources, public health, cultural resources, marine resources, terrestrial resources and refugees [2000].
U.S. Fish and Wildlife Service. Preliminary Estimate of Damages-Jamaica Bay, New York, and Lake Ontario. Chief Scientist that provided technical support to the U.S. Fish and Wildlife Service (USFWS) on natural resource damage assessment issues associated with waste sites located in the Northeastern region of the U.S. Assisted the USFWS in assessing the types of injuries resulting from releases of hazardous substances into these waterways, and identifying the appropriate type and scale of restoration options to compensate for these injuries [1998-1999].
Maine Department of Environmental Protection. Julie N Oil Spill Natural Resource Damage Assessment-Portland, Maine. Case Manager that assisted the State of Maine's Department of Environmental Protection in managing natural resource damage assessment and restoration planning activities following the Julie N oil spill in September 1996. Specific assessment activities directed included: case management, economic data collection, and pre assessment data report and settlement document generation [1996-1999].
U.S. Coast Guard National Pollution Fund Center, Rose Atoll Natural Resource Damage Assessment – Rose Atoll American Samoa. Case Manager that lead a blue ribbon research team in evaluating claimed natural resources injuries, resource valuation and proposed restoration resulting from a ship grounding and oil spill in Rose Atoll American Samoa.
U.S. Coast Guard National Pollution Fund Center, Fort Lauderdale Mystery Spill Natural Resource Damage Assessment. Lead a research team to evaluate claimed natural resource injuries, resource valuation and proposed restoration of natural and public use resources in southeastern coastal Florida.
Texas General Lands Office, Texas Parks and Wildlife Department and Texas Commission of Environmental Quality. Austin TX. Prime Contractor and Principal Investigator on developing and valuing all natural resources damaged by past mystery oil spills [2005-Present].

CAG - The Claims Assessment Group (CAG) is a nationwide consortium of consulting firms supporting public and private clientele in conducting damage assessments and economic valuations on commercial and non-commercial goods and services damaged by oil spills. These damage assessment culminate in the valuation of damaged goods and the corresponding generation of damage claims submitted to parties responsible for spills or the United States Coast Guard’s National Pollution Funds Center. In addition to being the prime contractor for the CAG, LTCI leads the CAG for loss of subsistence use as well as NRD claims.
