Projects: Technical Spill Response Support


LTCI staff have assisted spill response operations by determining biological, physical and chemical response strategies, and remedial options at hundreds of contaminated sites throughout the United States and abroad.


Assessment Rapid Assessment Program-Nationwide.
Program manager and senior scientist that provided scientific and managerial support for the Oil Spill Rapid Assessment Program support contract for the National Oceanic and Atmospheric Administration (NOAA). Worked closely with NOAA Damage Assessment Center personnel to maintain and provide 24-hour, seven day-per-week support for response and deployment to oil spills impacting navigable waters of the United States. Rapid assessment deployment following spills occurred at many locations throughout the United States, including Lake Barre (LA), Edwards, AFB (CA), Dutch Harbor (AK), Coos Bay (OR), Portland (ME) and Tampa Bay (FL) [1996-2000].
National Oceanic and Atmospheric Administration; Port of Genoa Port Authority, Marine Spill Response Corporation. Scientific Support for Oil and Chemical Spill Response-Various Domestic and International Locations. Marine scientist that provided oil and hazardous substance technical information support during emergency (spills) and chronic coastal and inland pollution incidents since 1987. Technical information provided during spills includes spill material physicochemical properties, environmental fates of spilled materials, identification of natural and cultural resources at risk, toxicity/impact information for at-risk resources, and response/remediation alternatives. Technical support has been provided to American, Canadian, and Italian governments at hundreds of sites [1987-1995].
Marine Spill Response Corporation. Oil Spill Research and Development Management and Implementation-Washington, DC. Project Manager that developed and managed a five-year, multi-million dollar research and development budget for the Marine Spill Response Corporation, a non-profit oil spill response cooperative. Research activities focused upon determining methodologies that minimize the ecological effects of petroleum hydrocarbon spills and treatment technologies on impacted biota. Examples of research and development projects conducted are included below [1991-1995].
DonJon Salvage. Tanker Barge Irving Whale Salvage-Gulf of Saint Lawrence. Senior Marine Scientist that provided scientific support to a prime contractor under contract to Environment Canada to raise the sunken tanker barge Irving Whale during the Summer of 1996 in the Gulf of Saint Lawrence. The Irving Whale sank in the Gulf of Saint Lawrence in 1970 with oil and polychlorinated biphenyls (PCBs) on board the barge. Provided technical input on the environmental fate and effects of PCBs during the planning, operational and remedial phases of the barge-raising project [1996].
Multiple Government and Private Clients. Nationwide. Prime Contractor for Claims Assessment Group (www.claimsassessment.com). The Claims Assessment Group (CAG) is a nationwide consortium of consulting firms supporting public and private clientele in conducting damage assessments and economic valuations on commercial and non-commercial goods and services damaged by oil spills. These damage assessment culminate in the valuation of damaged goods and the corresponding generation of damage claims submitted to parties responsible for spills or the United States Coast Guard’s National Pollution Funds Center [2005-Present].
